The two storey apartment block at Bedford Street, originally constructed in the 1940s, underwent a comprehensive refurbishment to extend its service life and bring the building up to modern compliance standards.

Delivered by Access | Partners in Property under the leadership of Spencer Henshaw, the project was completed within a 25 week programme for Housing New Zealand. The scope required careful coordination, strict health and safety controls, and a staged approach to minimise disruption while achieving full regulatory compliance.

Project Scope

The refurbishment included the demolition and rebuild of 16 bathrooms, as well as significant balcony remediation and external upgrades.

Key works included:

  • Asbestos removal in accordance with regulatory requirements

  • Full interior GIB wall refitting

  • Electrical and plumbing upgrades

  • Installation of vinyl and carpet flooring

  • Tiling, sanitaryware and vanity installations

  • Structural framing upgrades within walls

  • Timber window and glazing upgrades

  • Fire protection upgrades to meet current building regulations

  • Concrete grinding to balconies in preparation for membrane and outlet installation

  • Installation of new timber balcony decks

  • Installation of new balustrades with powder coated aluminium cap flashings and side fixed tubular steel handrails

  • Full metal roof replacement, including installation of a new fall arrest system

  • Full reclad using Exotec cladding systems to affected areas

Structural Integrity and Compliance

A key component of the project was ensuring the building met current fire protection and structural compliance standards. This required upgrading internal framing, enhancing fire separation systems, and improving external weather tightness through recladding.

Balcony remediation involved surface preparation, membrane installation and improved drainage solutions to enhance durability and reduce future maintenance requirements.

Outcome

On completion, the Bedford Street apartment block was transformed into a safe, compliant and modernised residential complex. The refurbishment significantly improved structural integrity, weather protection, fire safety and overall liveability.
